Norway’s EU affiliation is generally discussed under the heading of ‘external differentiation’ because Norway enjoys full access to the EU’s internal market and is affiliated with Schengen with responsibility for EU border controls. This very close affiliation is interesting given that the EU membership issue has been one of, if not the, most politically divisive issue in the postwar period. What are the factors and forces sustaining this arrangement? In this presentation, I will discuss this question with explicit reference to Brexit as well as with regard to the broader question of how the EU handles external forms of differentiation.
