For this week’s EGPP Seminar Series, Pierre Schlosser will reflect on the nature of Europe’s New Fiscal Union that has emerged with the euro crisis and consolidated with the COVID crisis. The presentation which elaborates on the author’s book, Europe’s New Fiscal Union (Palgrave MacMillan, 2019) will also explore the argument that the current COVID context further accelerated the transition from a traditional rules-based EU fiscal architecture towards a fiscal capacity-based system. This shift was indeed initiated with the euro crisis management when an array of significant fiscal instruments, mechanisms and bodies were adopted.
Engaging with the current COVID recovery context, the seminar will also discuss the proliferation of public funds, a relatively recent phenomenon, which could be regarded as the EU fiscal integration’s new frontier.
