The transformation of EU fiscal responsibility in the age of strategic investments
In this talk, we examine how European political elites understand fiscal responsibility today and why this matters for democratic politics.
The twenty-first century is unfolding as an era requiring major strategic investments, and the EU is no exception. Calls for investment in the green transition, digital transformation, and security have become central in EU discourse. Yet European economic governance remains grounded in principles of fiscal discipline consolidated in the late twentieth century. Institutional responsibility requires political elites to maintain coherence in their policy narratives over time.
How do EU leaders navigate the seemingly contradictory logics of strategic investment and fiscal discipline? This talk will illustrate how the meaning of fiscal responsibility has transformed alongside changes in the international macroeconomic context and in the substance of party competition.
