Grounded in complexity theory and system dynamics, it analyses feedback loops, emergent behaviours, and mutual constraints amongst the factors. The research combines empirical legal methods (quantitative court statistics and qualitative insights), triangulation, and an original system dynamics model validated on Croatian data. Three spinoff stylised scenarios: populist, elitist, and bureaucratic, each prioritising one of the factors, reveal distinct equilibria and outcomes shaped by cultural preferences. The findings aim to demonstrate that balanced interventions that respect societal values produce optimal justice system performance, offering methodological innovation and policy lessons for public systems.
