New conceptual lenses to understand EU budgetary politics

The EU budget has long been the subject of debate. What is its political impact, and what should it be? The constitutional framework governing EU public finances has never definitively answered this question.
This presentation argues that the evolution of the budget is best understood through the enduring tension between two budgetary doctrines. The ‘policy-first’ doctrine views the budget as a means of achieving shared policy goals. By contrast, the ‘transfer’ doctrine describes it as a mechanism for allocating resources between Member States, regions, and sectors.
Based on the European Commission’s preparatory documents for the next Multiannual Financial Framework (for the years 2028–2034), published in July 2025, the presentation investigates whether the proposals signal a shift towards a ‘policy-first’ orientation. The upcoming negotiations can be described as a struggle to balance the two doctrines, and the presentation provides analytical criteria with which to interpret their outcome.
